Cliplets is something that Microsoft's labs has come up with and it is actually rather hard to describe exactly what a cliplet is. Well, it basically takes elements from a movie and focuses on one movement, making the rest of the image simply a still but allowing the desired part of the image to remain as a movie picture.
Microsoft Research Cliplets uses a form of semi-automatic methods to create what the team in Redmond calls 'cliplets'.
Getting around in Microsoft Cliplets isn't too difficult if you've dealt with any type of image or movie editing application before and moving around dynamic and static elements of your clips is pretty easy. Microsoft offers Cliplets free of charge and provides user support via user forums.

Microsoft Research Cliplets is provided under a freeware license on Windows from graphics editors with no restrictions on usage. Download and installation of this PC software is free and 1.1.1 is the latest version last time we checked.
